Is it legal to play 200 club in the state of Florida?

For this enterprise, you pay for a chance in a drawing. This would technically be considered gambling. However, as it is working towards charity rather than profit, I do not know if the state would move towards prosecuting the instance. (Who would arrest members of a church trying to give to charity?)
