Do you ever STOP getting ingrown hairs after plucking eyebrows?

I am a guy and had my eyebrows over waxed. There is now a large gap between my eyebrows and I am trying to let them grow back but I keep getting tons of ingrown hairs which need to be plucked. If I pluck all the ingrown hairs will they stop reappearing eventually, or will this go on forever? I am sick of plucking them and just want my old eyebrow hairs back.
