In Mafia 2 i cant turn in the quest to "Pay Bruno Back" i think its chapter fourteen...?

Need to know if i need to do anything else or what, but i have $66823 and when i go to the red circle, nothing happens, nor do any of the doors say anything, and if i shutoff my game i go back to $55000..
