Suggestions to end poverty in my neighbourhood?

It is unfortunate that people are in that situation. What's more unfortunate is poverty seems to perpetuate itself. We can offer programs and soup kitchens and shelters but that's as far as we can go. People have to want to change. It's really sad to see families with children that are destitute. Children are the true victims in this situation because a child is not able to take care of itself. Continue to be charitable and maybe things will turn around for some of these people.
